NOt much wrong - the oil filter traps a quantity of oil - and when you change the oil without changing the filter - this residual oil has remained in the engine and thus you need a lesser amount of new oil.
Main reason for always changing the filter is to insure that all of the old oil is removed - with the small capacity of the oil chest in the Savage engine - contaiminating new oil with old oil just doesn't make sense.
Best advice - change the filter every time you change the oil
Keep the rubber side down
